Enterprise Greece and Dubai Chambers Highlight Top Tourism Investment Opportunities in Greece and Dubai
Athens, 01 December 2025 | Enterprise Greece, Dubai Chambers and the Hellenic Business Council – Dubai, with the support of the Embassy of Greece in the United Arab Emirates, co-organized on 27 November 2025 a business event titled “Unveiling Prime Tourism Investment Opportunities in Greece and Dubai” at the headquarters of Dubai Chambers.
The event served as a meeting point for senior officials, investors, developers, and leading tourism executives from both countries, showcasing strategic projects and investment opportunities across the full spectrum of the tourism and hospitality sector: from resorts, marinas, and mixed-use developments to supporting infrastructure and services.
The program opened with remarks by Ms. Maha AlGargawi, Vice President of Business Advocacy at Dubai Chambers, and Dr. Marinos Giannopoulos, CEO of Enterprise Greece, followed by a welcome address from the Deputy Minister of Foreign Affairs of the Hellenic Republic, Mr. Haris Theocharis. On the sidelines of the event, Mr. Theocharis held a bilateral meeting with the CEO of Dubai Chambers, who will lead a business delegation to Greece early next year. Among the attendees was H.E. Badreya Yousuf Al Maidoor, Assistant Undersecretary of the Support Services Sector at the UAE Ministry of Economy and Tourism.
A presentation titled “The Landscape of Greek Tourism: Investment Opportunities”, delivered by Ms. Hilda Alissandratou, Director of Investment Promotion at Enterprise Greece, followed. The presentation focused on the new phase of structural growth entering Greece, driven by the tourism sector. Drawing from the historic results of 2024 (40.7 million visitors, €21.6 billion in revenue, and the highest average deal size in Europe), Ms. Alissandratou highlighted:
- the rapid qualitative upgrade of the Greek tourism product,
- the strong and expanding international presence of the Greek tourism brand, and
- the significant widening of its footprint in global markets.
She also emphasized Athens’ emergence as a top European luxury holiday destination, now recording the second-highest ADR (Average Daily Rate) in Europe after Paris, and presented a highly mature portfolio of projects ranging from mega-resorts and marinas to branded residences and ultra-luxury mixed-use developments. Overall, Greece was showcased as a high-growth, high-return, and low-risk destination for international investment capital.
The next presentation, “Why Dubai”, was delivered by Mr. Mohammad Alkassim, Director – Europe and the Americas Region, International Relations, Dubai Chambers. He underscored Dubai’s strategic positioning as a global hub for tourism and investment and outlined the strong platform it provides for regional and international investors.
The event also featured remarks by Mr. Thanos Karvelis, President of the Hellenic Business Council – Dubai. A networking session followed, offering participants the opportunity to discuss specific projects and potential collaborations in an informal yet targeted business environment.
Dr. Marinos Giannopoulos, CEO of Enterprise Greece, stated: “Tourism is one of Greece’s strongest global brands and a key driver of investment. Through our collaboration with Dubai Chambers and the Hellenic Business Council – Dubai, we connected investors with a new generation of high-quality and sustainable tourism projects in Greece, while exploring synergies with Dubai’s world-class tourism ecosystem.”
