Greece Supports Ukraine’s Recovery

Enhanced Greek Presence and National Pavilion at the 5th ReBuild Ukraine

 

Athens, 18 November 2025 | Greece concluded its participation at the two-day international event and conference 5th ReBuild Ukraine, held on 13–14 November 2025 at the EXPO XXI exhibition center in Warsaw, with strong representation at a high institutional level. Enterprise Greece organized, for the first time, the Greek National Pavilion, which showcased 13 Greek companies active in the fields of energy, technology, environmental solutions, services, and infrastructure.

The Greek business delegation was led by the Deputy Minister of Foreign Affairs, Mr. Haris Theoharis, accompanied by Secretary General for International Economic Affairs, Ministry of Foreign Affairs. Chairman, Enterprise Greece, Mr. Dimitris Skalkos. The delegation also included the CEO of Enterprise Greece, Dr. Marinos Giannopoulos, and the Special Envoy for Ukraine, Ambassador Mr. Spyridon Lambridis. The Greek Ambassador to Warsaw, Ms. Niki Kampa, welcomed the delegation and hosted a networking event.

During the “Energy Conference / Energizing Recovery: Building a Stronger Ukrainian Energy Sector,” Deputy Minister Theoharis delivered an official address and participated in the panel “Ukraine’s Energy Transformation: Strategic Policy Vision,” highlighting the significant added value of Greek expertise in rebuilding Ukraine’s energy infrastructure.

A special moment for the Greek participation was the visit of Ukraine’s Deputy Minister of Energy, Mr. Roman Andarak, to the Greek National Pavilion, accompanied by Mr. Theoharis and Mr. Skalkos. Mr. Andarak held extensive discussions with representatives of Greek companies, outlining Ukraine’s current needs, priorities, and investment opportunities.

Greek companies held a series of targeted bilateral meetings, confirming their readiness to actively contribute to Ukraine’s recovery, reconstruction, and energy resilience, as well as to the expansion of strategic cooperation between Greece and Ukraine. Additionally, meetings took place with representatives of other national delegations at ReBuild Ukraine, aimed at identifying new synergies and business partnerships, as well as finalizing agreements whose discussions had begun at previous editions of the event.

Deputy Minister of Foreign Affairs, Mr. Haris Theoharis, stated:
“We came to Warsaw for the conference on Ukraine’s reconstruction, accompanied by several Greek companies that are already participating or seeking to actively participate in this effort. During the conference, we held constructive meetings with officials from Ukraine and other participating countries, facilitating Greek companies in forming partnerships and securing concrete projects in the fields of energy, construction, infrastructure, and other key sectors.
Greece has stood firmly by Ukraine from the very beginning, and today this stance translates into a strong prospect of enhancing our cooperation.
Our mission to Warsaw is carried out in close collaboration with Enterprise Greece. Its expertise in issues of extroversion and investment promotion is an asset for the comprehensive and effective advancement of Greek business capabilities in Ukraine’s reconstruction.”

Referring to the Greek delegation’s presence, the CEO of Enterprise Greece, Dr. Marinos Giannopoulos,emphasized: “Greece’s participation in ReBuild Ukraine 2025 reaffirms our country’s steady and substantial role in the international effort to rebuild Ukraine. With the organization of the first National Pavilion, Enterprise Greece aimed to showcase the level of expertise, innovation, and extroversion of Greek companies, which can play a leading role in critical sectors such as energy, infrastructure, and advanced technological solutions.
Greek companies proved in practice that they can decisively contribute to building a resilient and sustainable production model for Ukraine, leveraging their experience, reliability, and international footprint. Enterprise Greece will continue to support these efforts consistently, strengthening bridges of cooperation between Greece and Ukraine and promoting new opportunities for investment, development, and strategic partnerships.”

On the sidelines of ReBuild Ukraine, during the EU–Ukraine Investment Conference, a significant agreement was signed between the European Commission and the Government of Ukraine, marking a new phase of strengthening the country’s economic resilience. The European Commission announced the expansion of the Ukraine Investment Framework (UIF) to a total of €9.5 billion, with an additional €127 million in funding from Norway. At the same time, EU Member States approved €722 million in financing to support public infrastructure and the private sector, aiming to leverage total investments of approximately €2 billion. These actions will be implemented in cooperation with the EIB, the IBRD, and Cardano Development.

It is worth highlighting that through the coordinated presence of institutional stakeholders and businesses, Greece reaffirmed its active and strategic role in the international effort to support and rebuild Ukraine, while also showcasing the capabilities and reliability of the Greek business community.
